Make the rosemary simple syrup. Place water, sugar, and rosemary in a small saucepan. Bring to a simmer over low heat and cook until reduced by half, about 15-20 minutes. Strain the rosemary leaves from the liquid and set the simple syrup aside to cool.
In a large pitcher pour cranberry juice, vodka, and rosemary simple syrup. Stir to combine.
Carefully pour in Cava and stir carefully to combine. Alternatively, you can serve the simple syrup/cranberry juice/vodka mixture in glasses and top with the Cava.
Chill until ready to serve.
