In a small saucepan, combine water, sugar, and rosemary sprigs. Simmer for 10-15 minutes and strain out the rosemary. Set aside to cool slightly.
In a shaker, pour the vodka, cranberry juice, and rosemary simple syrup. Add ice and shake until the shaker is frosty. Pour into a glass and top with grapefruit sparkling water. Garnish with cranberries and a sprig of rosemary.
